Transition 2010-2014 - People With Pre-existing Condition Take Maximum Advantage Of Federal Government Medical Insurance

An interesting situation has been created due to the passage of the Affordable Health Care Act of 2010 in the USA for the period 2010-2014. This is a transition period in which the health insurance system is supposed to transition to the system in which, after 2014, all medical health insurance companies will be forced to accept all applicants, regardless of their pre-exisitng conditions, and, arguably, all citizens will be compelled to get health insurance. While the implementation and the consequences of the law are uncertain, the intent was to reduce the staggering number of 45 million or more Americans who do not have any health coverage at all.

While the law itself is highly contested, and subject to being changed, or even repealed, this should not stop you, as a US citizen, to take maximum advantage of it. We will in this article present three ways through which many people can immediately take advantage of the new law. These are: Children until age 19, Children until age 26 and anyone with pre-existing condition.

Children until age 19 take advantage of federal government insurance

If you have an uninsured child under age 19 with pre-existing condition that prevented you from getting him or her a suitable insurance, then this is for you. The part of the law that requires all private health insurance companies to accept all children up to age 19 regardless of their health condition is already in effect.

An interesting consequence in many states was that, for a time, insurance companies refused to insure any children under the age of 19 as they did not want to lose money on insuring children with pre-existing condition. This broke many state age non-discrimination laws, and after much negotiation, it appears that currently, in most states, a compromise solution is in effect where insurers will insure any child under the age of 19 as long as one of their parents joins the same plan as well.

Young adults under age 26 can sign on to parents employers group health insurance plans

Some provisions of this part of the law were in effect previously, but the age limit was 22 years of age, unless the child was a full time student. Under the current law, anyone under the age of 26 can sign on with any one of their parents health insurance at work, as long as the employer provides health insurance for the dependents.

Inexpensive health insurance for people with pre-existing conditions

If you have a pre-existing condition and were previously denied individual contract with an independent health insurance company, or have been presented with an exorbitant individual health insurance premium, you will be happy to know that, under the new law, after 2014, health insurance companies will not be allowed to refuse you coverage, or hike your premiums.

However, even before 2014, you can join the new, governmentally sponsored "Pre-existing Condition Insurance Plan", or PCIP plan, which, is a temporary solution until 2014. 23 states have decided to allow the federal government to administer the plan, and the rest of the states are managing the PCIP plans themselves. In both cases, the federal government provides the funds for the plan.

It is interesting to note that, even though the program was highly subsidized, and offered insurance premiums to people with pre-existing conditions that were quite comparable to the premiums that insurance companies offered to healthy individuals, the federal government has decided to further reduce the cost of the program premiums by another forty percent or so.

This last price quote reduction of the PCIP plan makes it even more competitive with private insurance plans. Initially, the above mentioned 23 states have reduced the PCIP plan costs, and the rest of the states is expected to follow suit shortly.

This is really exciting news for the period 2010 to 2014 and beyond for people with disabilities, and other pre-existing conditions and illnesses. Some of these folks have been wanting to get a personal insurance plan. If the PCIP plan wasn't available, these people would possibly need to leave their jobs and apply for Medicaid just to maintain the level of health care they needed, as cost of health insurance through private health insurance carriers would be prohibitive.
